PANEL ON RECOVERY OF GOVT PROPERTY & FUNDS BEGINS SITTING IN UMUAHIA

The Judicial Panel of Inquiry on the Recovery of Property and Funds belonging to the Abia State Government has commenced its inaugural sitting in umuahia.

Speaking at the inaugural sitting at the Office of the Wife of the Governor, Government House Annex, Umuahia, the Chairman of the panel, Justice Florence Duruoha-Igwe (rtd.), said the panel, though quasi judicial, is not a court and would work with petitions and memoranda supplied to it.

The panel would also give proper advice and recommendations to the Governor.

Justice Duruoha-Igwe appealed to the members of the public to come forward with petitions and memoranda to assist the panel perform accordingly.

She explained that the panel had powers to summon anybody in Nigeria as part effort to perform its duties, noting that the panel was not aimed at witch hunting any individual.

In his speech, the Attorney General and Commissioner for Justice in Abia State, Mr. Ikechukwu Uwanna, lamented that the state had witnessed a lot of looting.

He pointed out that “it is only by addressing these issues that the State would begin to make progress.”

In a reaction, the Chairman, Nigeria Bar Association, Umuahia, Mr. Jasper Ejimofor, appealed to the Governor to review the terms of reference of the panel to extend to 2003, to accommodate all the alleged ills meted against the State Government in form of looting of government property.

The Terms of Reference for the panel include: receiving and examining complaints and memoranda from individuals and other entity on the looting or conversion of government property, funds and related matters; and where necessary make recommendations to the government for remedial measures or any other measure as appropriate.

It also includes to examine and ascertain whether government’s moveable or immoveable assets and funds illegally acquired or occupied or converted to private use; and identify the person who is responsible and further make recommendations for recovering and appropriate sanctions amongst others.
